Martín provides regulatory and public policy advice at the intersection of political, economic and normative issues. He has experience in the energy sector, as well as in the implementation of sustainability and digital transformation policies, among others.
Prior to joining Quipu, Martín served as Leader of Planning, Monitoring and Management Control of the Cabinet Unit within the Secretary for the Environment of the of the City of Buenos Aires Government.
He has experience in the public and private sectors, as well as in international organizations. As a consultant, he worked for the Ministry of Tourism and Sports of the Nation and for the Economic and Social Council of the City of Buenos Aires (CESBA). In the area of digital transformation, he worked for the Chief Digital Office of the United Nations Development Programme (UNDP). He also provided strategic communication advisory while working for law firm Zaballa • Carchio with clients related to the energy sector. In the National Congress, he worked advising on political, economic, and regulatory issues.
Martín holds a law degree with orientation in Public International Law from the University of Buenos Aires (2018) and a BSc in international relations from the University of London – London School of Economics and Political Science (2018). He also holds a Master’s degree in Public Policy with specialization in social development from Universidad Torcuato Di Tella magna cum laude (2022). There, he served as teaching assistant in Macroeconomics.
His master’s final paper, entitled “How was the expansion of the coverage of income transfer programs in Argentina during the pandemic? An analysis of the design and implementation of the Emergency Family Income (Ingreso Familiar de Emergencia) and the Feeding Card (Tarjeta Alimentar)” received the award for the best final paper of the Master’s in public policy.
